Annual Pensioners Life Certificate: Govt. Guidelines

For annual life certificate, a pensioner or family pensioner should appear before the Pension Disbursing Authority (PDA) in the month of November every year. In case, a pensioner is unable to appear due to bodily illness or infirmity, he / she can submit his/her life certificate duly authenticated by any of the specified authorities. He /She may also have option to submit his /her digital life certificate using the Aadhaar card based authentication through Jeewan Pramaan. In case of NRI pensioners/family pensioners who are unable to come to India for personal identification may be allowed pension/family pension on the basis of a certificate to be issued by an authorised official of the India Embassy/High Commission of India or Consul of India consulate in the country where the pensioner is residing. This certificate is to be issued on verification of Pensioner/Family Pensioner on the basis of photograph pasted on Passport or any other such document. Otherwise, if the life certificate is not submitted before the processing date of November month’s pension, the pension may be stopped.

To ensure the continuity of their pension, every year pensioners need to submit their Life Certificate, also known as Jeevan Pramaan Patra. Super senior pensioners i.e. those of 80 years and above can start submitting their Pensioners Life Certificates now, the process started on October 1.

The last date is the same for a super senior pensioner of 80 years.

Can Jeevan Pramaan Patra be submitted even after November 30?

If you do not submit your life certificate by November 30, your pension may be stopped, because without it, your pension amount will not be released.

Pensioner can visit a nearby CSC center, Bank Branch or any Government office whose details are provided under “locate center” on jeevanpramaan.gov.in and bio-metrically authenticate his / her life certificate in real time by giving his/her Aadhaar number and other pension details related to their pension bank account.

Life Certificate/Digital Life Certificate (Jeevan Pramaan)

Government of India, on 10th November, 2014 has launched “Jeevan Pramaan” an “Aadhaar based Digital Life Certificate” for pensioners. This initiative is in addition to the existing system of physical submission of pensioners life certificate at the pension disbursing branches or any branch of the Bank at his convenience.

Pensioner can visit a nearby CSC centre, Bank Branch or any Government office whose details are provided under “locate centre” on jeevanpramaan.gov.in and bio-metrically authenticate his / her life certificate in real time by giving his/her Aadhaar number and other pension details related to their pension bank account.

After successful submission of digital life
certificate, pensioner will get a sms on his/her mobile giving the transaction
id. Pensioner will be able to download computer generated life certificate from
jeevanpramaan.gov.in using this transaction id for their records.

Physical Life Certificate will continue to be
accepted from pensioners if preferred by him / her.

VLC (Video Life Certificate)

How to submit a life certificate through video call?

 

By following the steps below, pensioners can submit their life certificate from 1st November 2023 through video call.

  • Visit SBI Pension Seva Portal (https://www.pensionseva.sbi/) and click on ‘VideoLC’ to initiate the VLC process.
  • Now enter your SBI Pension Account Number and enter the one-time password (OTP) received on your registered mobile number.
  • Read and accept the ‘Terms & Conditions’ and click on ‘Start Journey’.
  • Now keep your original PAN Card handy and click on ‘I am Ready’.
  • Now allow permission to start the video call and your interaction will begin as soon as an SBI official is available. You can also set a schedule to interact according to your convenience.
  • The available SBI official will ask you to read out the 4-digit verification code on your screen.
  • Now show your PAN Card to the official and allow him or her to capture it.
  • Now the official will capture your picture and the Video Life Certificate (VLC) will be complete.
  • In case of rejection, you will be informed by the bank via SMS and alternatively, you can visit your pension paying branch, nearest branch for submission of your life certificate.

Pensioners can also submit their life certificate through Jeevan Pramaan Portal, by keeping their Aadhaar and mobile number handy, they can complete process on the Website: https://www.jeevanpramaan.gov.in

DLC (Digital Life Certificate)

Jeevan Pramaan uses the Aadhaar platform for biometric authentication of the pensioner.

A successful authentication generates the Digital Life Certificate which gets stored in the Life Certificate Repository.

The Pension Disbursing Agencies can access the certificate on-line.   

Hence, he or she does not have to mandatorily submit the Life Certificate in November of each year. (DLC submitted will be valid for 1 year from the date of submission)

Digital Life Certificate via Jeevan Pramaan can be generated at:

  • Any Public Sector Bank with Jeevan Pramaan facility
  • Post Offices with Jeevan Pramaan facility
  • Common Services Centres (CSCs)
  • Aadhaar Centres, Pensioners’ Lounge at CCA offices
  • Customer Service Centres (CSCs) of BSNL with Jeevan Pramaan facility.

For submission of Digital Life Certificate, a pensioner has to keep the credentials such as:

  • UID (Aadhaar number)
  • PPO number or
  • Aadhaar linked mobile number ready.

A pensioner has to visit Jeevan Pramaan Portal (https://jeevanpramaan.gov.in/) to download the JEEVAN PRAMAAN – Pensioners Life Certificate System.

  • After installing and launching the software, he / she has to enter mobile number and Aadhaar number.
  • Now “Generate OTP” button has to be clicked after which the pensioner will get a One-Time Password on his or her Aadhaar linked mobile number.
  • Now he or she has to enter the received OTP and click on the “OK” button. Upon successful verification, the pensioner’s identity would be authenticated.
  • Now the pensioner will be redirected to the next tab where he or she has to enter the mandatory details such as Name of the Pensioner, PPO Number, Type of Pension, Sanctioning Authority, Disbursing Agency, Agency and Account number (Pension).
  • Now the pensioner has to select either re-employed or re-married and tick the Check Box to give consent.
  • Now he or she has to click on the “Scan Finger” option and thereafter have to complete the biometric authentication via Finger/Iris scanning.
  • Upon effective Biometric Authentication, the Digital Life Certificate will be successfully generated. A unique Jeevan Pramaan ID will be generated and an SMS will be sent to the registered mobile number of the pensioner for acknowledgment. The pensioner can print the life certificate by clicking on the “Print” button and the digital life certificate will be automatically transferred or submitted to the PDA digitally.
